3、投标人资格要求
投标人应具备的资格或业绩:1）境内企业须具有独立法人资格，提供有效营业执照；境外企业，根据该国（地区）的法律，须提供在主要制造厂地址注册的有关证明文件。
2）投标人须提供2013年1月1日至投标截止日（以合同签订时间为准），不少于6台用于30万吨/年及以上高密度聚乙烯装置，容积不小于200 m3聚合反应釜，且连续稳定运行2年以上聚合反应用搅拌器成功在用业绩。须提供合同扫描件及用户证明（合同至少包含首页、技术部分、签字页），如合同不能体现以上内容，须提供其他相关有效证明材料，原件备查。
3）投标人如为代理商，须提供HDPE搅拌器制造厂商的授权书，同一品牌同一型号产品只接受一家代理商参与投标，且不接受针对本项目出具的授权书(提供授权书扫描件)。同时代理商投标需提供代理商签订的代理产品销售合同一份。

3、Qualification Requirements For Bidder
Qualifications or Performance:1) Domestic enterprises with independent legal representative qualification, which could provide valid business license; and overseas enterprises, which are required to provide relevant supporting documents for registration at the address of main manufacturing plant according to the laws of the country (region).
2）The Bidder shall provide the performance of not less than 6 sets of high density polyethylene device for 300,000 t/a or more from January 1, 2013 to the bidding deadline (subject to the Contract signing time), whose volume shall not be less than 200 m3 polymerization reactor and whose mixer for polymerization reaction has been running continuously and steadily for more than 2 years and is still in use. The scanned copy of the Contract and the User Certificate shall be provided (including the first page, technical part and signature page of the Contract at least). Once the Contract could not reflect the above contents, other relevant valid supporting materials shall be provided, while the original documents shall be for reference.
3) If the bidder is an agent, it shall provide the authorization letter of the HDPE mixer manufacturer. Only one agent is accepted for the bidding of the same brand and model products, and the authorization letter issued for this project (provide the scanned copy of the authorization letter) is not accepted. At the same time, the agent shall provide an agent product sales contract signed by the agent.
